Vishuddha — "purification" — sits at the throat. It is where the inner experience of the lower chakras (the body, the feelings, the will, the heart) meets language and goes out into the world. A clear Vishuddha makes possible a particular kind of speech that listeners feel as true even when they disagree with what is being said.
In the Vedic worldview, vac (speech) is itself a deva. Words are not labels stuck onto things; they are creative forces. To speak truthfully is to participate in maintaining the order of the world. To lie habitually is, on the same logic, a small act of cosmic erosion.
The element of this chakra is unusual — akasha, ether, space. Of all the chakras, this is the most subtle. Speech happens because there is space for it. The Vishuddha tradition therefore values silence as much as speech: the pauses that make a sentence audible are a Vishuddha discipline.

Listening, not waiting to talk. Real Vishuddha is just as much receptive as expressive.
Physically — the larynx, the thyroid gland (which regulates metabolism), the cervical spine.
The capacity to name a thing as it is, even when uncomfortable, with appropriate kindness.
Pranayama: Bhramari — humming bee. Ujjayi — ocean breath, with a slight throat constriction. Both directly massage the Vishuddha.

For one day, say only what is true, useful, or kind. Notice how much normal speech is none of these. The exercise is recommended in many traditions and is harder than it sounds.
Loud, full-throat. The throat chakra needs to be used.
Slowly, with breath. Different from prose because the rhythm forces the breath and the throat to coordinate.
Most of what we call "listening" is queueing our reply. Wait two seconds after they finish before you speak. Watch what changes.
Stimulates the vagus nerve through the throat. Immediate calming effect, well-documented in modern physiology.
